Theatre Commands — The Biggest Reform in Indian Military History, Explained

India's armed forces operate 17 commands — seven Army, seven Air Force, three Navy — plus the tri-service Andaman & Nicobar Command and Strategic Forces Command. Only two are joint. The theatre command reform, driven by the Chief of Defence Staff (a post created in January 2020), would merge them into geographically defined joint commands.

The proposed structure

  • Northern (China-facing) theatre, headquartered around Lucknow, covering the LAC from Ladakh to Arunachal.
  • Western (Pakistan-facing) theatre, likely at Jaipur, from Siachen to Gujarat.
  • Maritime theatre, at Karwar or Thiruvananthapuram, integrating both naval fleets and maritime air assets.
  • Air defence and cyber/space functional commands layered across.

Why it is hard

The Air Force's central objection is indivisibility of air power: with about 30 fighter squadrons for a two-front commitment, splitting assets between theatres could leave each with too little. The Army wants command of land-centric theatres; the Navy fears losing the ability to surge both coasts. The Inter-Services Organisations (Command, Control and Discipline) Act 2023 removed a legal obstacle by allowing a joint commander disciplinary authority over personnel of all services.

What has already changed

Joint logistics nodes at Mumbai, Guwahati and Port Blair; common training modules; cross-posting of officers; the 2024 Joint Doctrine; and a joint air-defence and joint-training planning cycle. The CDS has stated theatre commands are "a question of when, not if".

The strategic logic

Both adversaries have already theatre-ised: China's Western Theatre Command handles the entire LAC under one commander; Pakistan's compact geography effectively gives it one theatre. Indian responses to Galwan (2020) and Balakot (2019) required ad-hoc coordination across five commands. In a short, intense conflict, coordination time is casualties.

What to watch

Notification of the first theatre (widely expected to be the maritime theatre, where service overlap is least contentious), the fate of the Integrated Defence Staff, and whether the IAF retains control of strategic air assets under a functional air command.
