Innovations for Defence Excellence (iDEX), run by the Defence Innovation Organisation under the Department of Defence Production, is the fastest route for a start-up or MSME to get a paid development contract from the armed forces.
How it works
- The services publish problem statements through Defence India Start-up Challenges (DISC) — 12 editions so far — and the higher-value ADITI (Acing Development of Innovative Technologies) scheme.
- Applicants submit a technical and commercial proposal on idex.gov.in.
- Shortlisted teams pitch to a committee including the user service.
- Winners sign a Simplified Procurement Procedure agreement — a fixed-milestone development contract.
- Successful prototypes move to procurement under the DAP 2020 iDEX category, which allows an order without a fresh tender.
The money
- DISC: grants up to ₹1.5 crore per project, matched by the founder's own investment (grant covers up to 90 percent for early stages).
- ADITI: up to ₹25 crore for deep-tech projects — hypersonics, quantum, underwater domain, space.
- Over 400 start-ups and MSMEs contracted, with procurement orders exceeding ₹2,000 crore in aggregate.

Loitering munitions, counter-drone, AI-based target recognition, secure communications, high-altitude batteries, lightweight ballistic protection, underwater sensors, satellite imagery analytics, additive manufacturing of spares, and simulators.
Mistakes first-timers make
- Pitching a product instead of answering the specific problem statement.
- Underestimating certification (CEMILAC, DGQA, MIL-STD environmental testing) in time and cost.
- Ignoring the field trial calendar — Ladakh winter trials happen once a year; miss it and you lose 12 months.
- No plan for the "valley of death" between prototype acceptance and a production order — budget for 18 to 24 months.
