The Infrastructure Race on the LAC — Roads, Tunnels and Airfields Since 2020
The June 2020 Galwan clash exposed a gap that had been building for two decades: China could move a division to the Line of Actual Control (LAC) in days; India needed weeks. The response has been the most intensive border infrastructure programme in Indian history.
Roads and bridges
The Border Roads Organisation (BRO) budget nearly doubled from about ₹3,500 crore in 2020 to over ₹6,500 crore, with an annual completion rate above 100 projects. Key arteries:
- Darbuk–Shyok–Daulat Beg Oldie (DSDBO), 255 km — the road that triggered Chinese objections in 2020, now with an alternate axis via Sasoma–Saser La under construction.
- Nimu–Padam–Darcha, the third all-weather link to Ladakh, avoiding both Zoji La and Rohtang.
- Bridges: over 400 permanent bridges since 2020, several rated for 70-tonne loads to take Arjun and T-90 tanks.
Tunnels
The Atal Tunnel (9 km, Rohtang, 2020) cut Manali–Leh time and made Lahaul accessible year-round. Under construction: Shinku La (4.1 km, the world's highest at 15,800 ft), Zoji La (13 km), and the twin-tube Sela tunnel in Arunachal (opened 2024), giving all-weather access to Tawang.
Airfields and helipads
Advanced landing grounds at Nyoma (now a full 2.7 km runway at 13,700 ft), Daulat Beg Oldie, Fukche and eight ALGs in Arunachal have been upgraded. Nyoma in particular allows fighter and heavy-lift operations close to the eastern Ladakh front.
Habitat and logistics
Permanent heated shelters for over 22,000 troops, underground ammunition storage, solar and fuel-cell power, and forward fuel pipelines have converted a summer deployment into a year-round one.
Where China still leads
The PLA's road density on the Tibetan plateau, the Lhasa–Nyingchi rail line, dual-use villages along the LAC and heliports at every sector remain ahead. India's answer is the Vibrant Villages Programme and the 4G/5G rollout to border settlements — infrastructure that keeps populations in place as much as it moves troops.
