Defence Stocks Decoded — What Actually Drives HAL, BEL, BDL and Mazagon Dock
Indian defence public-sector undertakings have been among the strongest performers on the NSE since 2020. The reasons are structural, but so are the risks.
The three variables
1. Order book to revenue ratio. HAL's order book exceeds ₹1.8 lakh crore against annual revenue of about ₹30,000 crore — six years of visibility. BEL sits at roughly four times revenue; Mazagon Dock at three to four times. High ratios support valuations but only convert to earnings at the pace of execution.
2. Execution capacity. HAL delivers 16 to 24 Tejas a year on paper, fewer in practice because of engine supply. Mazagon Dock builds destroyers, frigates and submarines in parallel; slippage of a single hull moves a quarter's revenue. Watch delivery announcements, not order announcements.
3. Policy and budget. The February capital-outlay number, positive indigenisation lists, and the 75 percent domestic-sourcing rule set the addressable market. Emergency procurement powers and DAC approvals are leading indicators of contracts six to eighteen months out.

Risks the market under-prices
- Concentration: one customer (MoD) sets prices, timelines and payment terms.
- Engine and component imports: GE, Safran and Russian supply chains gate output.
- Valuation: several names trade at 40 to 60 times earnings, pricing in flawless execution.
- Policy shifts: a change in the domestic-sourcing share or a large foreign G2G purchase reallocates the pie.
